Hi, my name is Svali. Both I and my entire family were involved in a cult group until several years ago, when we broke free. I used to be a programmer in the cult, and now I want to share the knowledge that I have to help others.

I have been a consultant to an on-line survivors group that helps people dealing with issues related to cult programming and becoming free, for the past year and a half. I myself have been in therapy for ritual abuse and DID for nine years, with the last five being aware of the recent cult abuse.

I am also a writer, and a registered nurse. I currently work as a diabetic educator in Texas 20 hours a week.

I have also self-published a book on breaking free of cult programming, which several experts in the field have said has “invaluable information” for the survivor of ritual abuse.

Both my ex-husband and my two children broke free of cult abuse last year. My children are living with me while my husband is working on healing. They all have DID (dissociative identity disorder, formerly known as multiple personality disorder) as well, which makes life at home interesting! I am currently married to my second husband, who is also a recovered DID and who got out of the cult five years ago.

Chapter One

An overview of the Illuminati

In order to understand Illuminati cult programming, it is first
necessary to understand a bit about the structure and philosophy of the organization. The Illuminati are a group of people who follow a philosophy known as “Illuminism” or “enlightenment”. The Illuminati were named several hundred years ago, but trace their roots and history to the ancient mystery religions of Egypt, ancient Babylon, and even Mesopotamia. Out of these ancient religions, which were practiced secretly over hundreds and hundreds of years, there arose esoteric groups which continued to practice the rites, traditions, and enculturation brought in from the original groups.

Over the centuries, these groups practiced openly in some countries, and covertly in countries where Christianity or other
religions opposed their practices. Some of the groups which came out of these ancient roots included the order of the Knights Templar, Rosicrucian’s, Baphetomism, and Druidic cults. These groups were the forerunners, or roots, of modern day Illuminism. The original Illuministic leaders chose to take what they felt were the best practices of each root religion, combine them into principles, then organized these principles according to specific guidelines.

Modern day Illuminism is a philosophy funded by the wealthy, but practiced in all social strata. It is a philosophy whose tenets have spread across the world. It started with the German branch of Rosicrucian’s, spread to England, then came to the United states with the first settlers.

The Illuminati have 3 main branches: the Germanic branch, which oversees the others, the British branch, which handles finances, and the French/Russian branch. All 3 branches are represented in both the United States and Canada, as well as every country in the world.

How the Illuminati are organized in the United States: The Illuminati have groups in every major city of the United States. They originally entered the U.S. through Pittsburgh, Pa., and from there, spread across the US. There are 18 cities across the US, which are considered major “power centers” for Illuminati power and/or influence. These include: Washington, DC and the surrounding areas; Albany, New York; Pittsburgh, Pa; the “golden triangle” of the Winston Salem, Raleigh, NC area; Minneapolis, Minn; Ann Arbor, Mich; Wichita, Kan.; Phoenix, Az.; Portland, Or.; Flagstaff, Az.; Seattle, Wash.; Houston, TX; Los Angeles, CA. and surrounding areas; Atlanta, Ga.; New Orleans, La., Springfield, Miss. Other cities are important to the Illuminati, as well, but these cities funnel money for them, conduct research, and often regional councils sit within them.

Hierarchy of the Illuminati

The Illuminati have organized their society along extremely hierarchical, or stratified, levels. In fact, the top levels are known as:

The Illuminati have divided the United States into 7 geographical regions; each region has its own regional council, composed of 13 members, with an advisory board of 3 elders to each one. These regions interact for purposes of finances; personnel; teaching, etc. Beneath each regional council, is a local council. This is a council of 13 members, the head of whom sits on the regional council, and gives it information about the local groups underneath his leadership. The local council will also have an advisory council of 3.

A local leadership council in a large metropolitan area might look
like this:

Two intermediaries (report all activities under leader to him)

Four administrators (oversee finances, administer, set up group activities)

Six head trainers (over trainers in local groups, teach other
trainers)

Underneath the above leadership council, will be six people designated as informers or intermediaries, who go to the local group meetings, interact with local group leaders, and report to the leadership council.

Anarchical level: the levels below the leadership council are known as the anarchical levels.

Underneath the intermediate level, is the local group level. It will look like this:

Local “Sister groups” (will vary in number, according to the size of the city, or cities, in the area). A large metropolitan area may have anywhere from ten to twenty seven groups.

Each sister group will be headed up by:

A high priest and priestess: this job is rotated every 3 years, to allow different people within the group to take on leadership roles. Each group will also have different members, with specific roles/jobs within the group. These roles will be addressed in chapter 2.

One thing that I would like to emphasize is the fact that the Illuminati today are generational. There members are born into the group, which is highly organized, as described above. The set up discussed above is representative, with minor variations, of most major metropolitan regions of the United States. Smaller population centers will be organized under similar guidelines, but will be umbrellaed together with several cities within the region to create the local leadership council.

HOW THE ILLUMINATI MAKE MONEY

The Illuminati are involved in many areas of making money, as they need continued financing to survive. There are several illegal enterprises that they are involved in, as well as legal ones.

Drug running: The Illuminati linked up with the Mafia and the Columbians, years ago, to help each other out with bringing drugs into the United States. They also provide couriers for taking drugs and money out of the States. The Illuminists are generally wealthy businessmen, who have 4 layers of people underneath them. The fourth layer down actually has contact with the people in the drug industry. They never identify themselves as Illuminists; only as people interested in investing, with a guaranteed profit, and are highly secretive. In return, the local groups supply people willing to be couriers of money or drugs, or people willing to help cover for the local operations.

Pornography: The Illuminati are linked in many cities with pornography/prostitution/child prostitution/ and white slavery sales. Again, several layers are present, as a buffer, between the true “management” and those either engaged in the activities, or in paying for/funding and eventually being paid for the activities.

Children are often supplied from the local cult groups, and taught to be child prostitutes (and later, adult prostitutes); are photographed and filmed in every type of pornography available, including “snuff films” and violent films.

Gun running: The Illuminati and other groups are also involved in international gun sales and shipments. The Illuminists have well trained couriers who will cross international and state lines. These couriers are highly secretive, and will not reveal their sources, on pain of suicide or assassination. These people are accountable to others above them, with two more “buffer layers” of people above these, before the person in the Illuminati with money, who helps fund this, is found.

Buying access codes for military computers: The Illuminati will have people from all strata of civilian life trained to go and make pickups near or on military bases. A typical person used might be the innocent looking wife of a military person, a local businessman, or even a college student. There is a contact inside the base, also a dissociative Illuminist, who brings the information to the outside contact. Occasionally, the contact person is paid with money, information, or goods. The military computer codes are changed on random schedules; the Illuminati have at least 5 or 6 contacts on each major base, who alert them when the codes are getting ready to change, on pain of death. The Illuminists like having access to military computers, because that will gain them entrance to closed files the world over.

Hiring and selling assassinations: this is done worldwide, more in Europe than in the States. These people are paid big money to do either a private or political assassination. The money is paid either to the assassin, or to the trainer; usually they both divide the fee The assassin is offered protection in another country for awhile, until the trail runs cold. If the kill is done in Europe they may be sent to the far east or the U.S., and vice versa if the kill is done in the U.S. The Illuminati have a wide arena of places and false identities to hide these people, unless for some reason they want the assassin disposed of as well. Then, he/she is caught and immediately executed.

Mercenaries/military trainers: guess who gets paid money to come in and train paramilitary groups? Who has training camps all over the states of Montana, Nevada, and North Dakota? Who occasionally will offer their expertise in return for a large financial reward? They never advertise themselves as Illuminati, unless the group is known to be sympathetic to their cause. Instead, these are tough, cold, brutal military trainers, who offer to teach these groups in return for money, or even better, a promise to affiliate with their group in return (loyalty in return for knowledge). More and more paramilitary groups have been brought into the Illuminati this way, without their full knowledge of who and what the group really is. This gives the Illuminists a way to monitor these groups (their trainers report on them, and their activities), and it can be useful to have trained military groups that they can call on someday.

Banking: The original Illuminists were bankers, and they have highly trained financiers to organize their money, and funnel the above illicit funds into more “respectable” front groups/organizations. They will also start benevolent charities, community organizations, etc., as fronts, and funnel the money from a broad base into these groups. The Illuminati particularly pride themselves on their money making and manipulation skills, and their ability to cover their paper trails expertly, through layer after layer.

All banking trails eventually will lead to Belgium, the Illuminati
financial center for the world. These are some of the major money making enterprises that the Illuminati are engaged in. They have a lot of financial resources, backing their enterprises, which means that in reality they can engage the best lawyers, accountants, etc. to help cover their trail as well.

European Royals Killing Naked Children For Fun At Human Hunting Parties?

This is one in a series of articles taken from eyewitness testimony before the International Common Law Court of Justice in Brussels. Five international judges are examining evidence of child rape, torture, murder and kidnapping allegedly done by global elite members of the Ninth Circle Satanic Child Sacrifice Cult network. Regular Ninth Circle child sacrifices were said to take place in the catacombs of Catholic Cathedrals, the Vatican, on private estates and groves and government military bases in Belgium, Holland, Spain, Australia, Ireland, France, England and the US. At least 34 child mass grave sites were identified in Ireland, Spain and Canada – and refused excavation by the respective governments, Crown of England and Catholic Church. Named as present in Ninth Circle activities were Pope Francis, former Pope Ratzinger;Anglican, United Church of Canada and Catholic Church officials including Cardinals; members of European royalty including Queen Elizabeth and Prince Phillip; officials of the Canadian, Australian, UK and US military and governments including the USA’s CIA, plus prominent government ministers, judges, politicians and businessmen from the US, Belgium, Holland, Canada, Australia, France, Ireland and the UK.

Teens were drugged, stripped naked, raped, hunted down in the woods and killed by European royals according to this week’s latest eyewitness to testify before the International Common Law Court of Justice in Brussels. The woman was the fourth eyewitness to give accounts about these human hunting parties of the global elite Ninth Circle Satanic Child Sacrifice Cult network. A former member of the Netherlands criminal drug syndicate known as Octopus testified that victims were obtained for these human hunting parties from juvenile detention centers in Belgium and Holland.

“In 2004 I was an involuntary witness to torture, rape and murder sessions of drugged children performed for a group of high ranked people of the Netherlands” stated a woman. “I was taken to a hunting party in Belgium close to Brussels where I saw two boys and a girl ages 14 to 16, hunted and killed by global elites. The human hunting party was heavily guarded by the Netherlands Royal Guards. I was told that King Albert of Belgium was present.”

Four eyewitnesses confirmed that as children and youths they were forced to attend human hunting parties where they and other children were raped, with some killed, and deceased boy’s penises were cut off. Allegedly there was a Dutch countryside palace where boys’ penises were displayed like trophies on a wall. Some hunting parties were hosted on the grounds of Belgium Queen Beatrix’s Palace.

Dutch therapist Toos Nijenhuis claimed that as a four year-old she was forced to witness murders of children that involved former Pope Ratzinger, a Dutch Catholic Cardinal, plus the father of Netherlands Belgium Queen Beatrix and Bilderberger Founder, Dutch Crown Prince Alfrink Bernhard. “I saw the former Pope Joseph Ratzinger murder a little girl″ another witness confirmed. “It was at a French chateau in the fall of 1987. It was ugly, horrible and didn’t happen just once. Ratzinger and Bernhard were some of the more prominent men who took part.”

In Ireland, Spain and Canada 34 child mass grave sites were discovered and appeared linked to Ninth Circle activities. The largest was the Mohawk Indian Residential School in Brantford Ontario where child remains were identified in 2008 before the Catholic Church, Canadian government and English Crown shut down the dig by professional archeologists. The 2013 ICLCJ Court had found Queen Elizabeth and Prince Phillip guilty for the Oct. 10 1964 disappearance of ten native children from the Catholic residential school in Kamloops British Columbia. In the first two weeks of the 2014 court witnesses identified Dutch and Belgian royal participants in the rape and killing of Mohawk children and newborns. Named were Bernhard and King Hendrick, consort to Queen Wilhelmina of Holland.

Alleged to be present during the human hunting parties were the late Prince Johan Friso and his wife Mabel Wisse Smit, former ministers, the top man of the Dutch army, the under secretary of the Raad Van State in the Netherlands, the Vice-Roy next to Queen Beatrix and other global business and political leaders including some from the US. “Surely the present King Willem Alexander and King Filip and their wives know about this abuse and murder of children” said one eyewitness.”They do nothing about it and likely are the ones to stop investigations and prosecutions.”

In January 2014 the brother of the king of Holland Prince Johan Friso passed away in a coma after these three Dutch-language websites shown here reached the internet. The websites revealed that Friso was at the human hunting and killing parties.”The story came on the internet after years of trying to move the policy and justice department in the Netherlands to act against the criminals,” an eyewitness said. “Nobody did anything to stop these criminals, probably because Queen Beatrix and King Albert likely interfered with the investigations.”

Human hunting parties were said to take place on the grounds of Belgium Queen Beatrix’s Palace in the Netherlands. Two witnesses have named former Pope Joseph Ratzinger and Queen Beatrix’s father the deceased Prince Alfrink Bernhard, as being present at child sacrifices. Both were said to be Nazi sympathizers.

The ICLCJ Court received a collection of Jesuit archival records about a child sacrificial cult known as the Knights of Darkness. In 1933 the Knights were established by the Catholic Jesuits and Nazi Waffen S.S. Division. The records showed Ratzinger was identified as a member of the Knights while working as an S.S. Chaplain’s assistant at the Ravensbruck Concentration Camp in Germany. The records also stated that Ratzinger participated in child sacrificial rites using kidnapped children from the camps or political prisoners.

Another court document called the Magisterial Privilege indicated child sacrifice was a regular occurrence at the Vatican. At the tender age of 12 “Svali” of San Diego County California claimed she was brought to catacombs beneath the Vatican to witness the sacrifice of a three year-old drugged boy. In this video her interviewer said that 24 years prior a “Maria” told him she witnessed another satanic child sacrifice rite in the same Vatican Catacombs.

Last week an Irish police investigator reported to the ICLCJ Court that the close to 800 babies buried in a Catholic Nun’s septic tank were dismembered, decapitated and in bits and pieces – signs that they could have been murdered in Satanic child sacrifice rites. In the last two months the ICLCJ Court has heard these heart-wrenching testimonies about the rape, torture and murder of children as recently as 2010 by Catholic leaders, European royal family members and other global elites. Murder sites of the Ninth Circle Satanic Child Sacrifice Cult were said to be in the catacombs of Catholic Cathedrals including the Vatican and on private estates, military establishments and groves in Belgium, Holland, Spain, Australia, France, England and the US.

The ICLCJ Court has been overwhelmed with newly discovered evidence and a number of new witnesses coming forward to testify about Ninth Circle Satanic Child Sacrifice Cult activities. They have uncovered Ninth Circle Satanic Cult member possible involvement in international child sacrifice, kidnapping, exploitation and drug rings. The five international judges and 27 jury members were expected to remain in session for at least a year due to the complexity of the cases.

Amnesty has been offered to citizens or employees of the Vatican, Crown of England, churches or governments willing to give sworn testimony or evidence that leads to the prosecution of these global elites suspected of committing crimes. Rewards up to 10,000 euros or around 13,660 dollars was available through the ICLCJ court.

The ICLCJ Court had over 450 Common Law Peace Officers in 13 countries, with 51 local chartered groups operating. “THIS IS NO HOAX THIS IS NO JOKE My name is Donald Marshall, I have been cloned by a large secretive cult known as the “Free Masons” and “The Vrill Society” and “Scientologists” together called the Illuminati. They make replicated bodies of people to victimize in terrible ways, they clone children for men with underdeveloped penises to have sex with. I know of many non famous people that could be given a lie detector test to to prove this. When it comes to the sexual exploitation of a child lie detectors are admissable in Canadian courts. I need decent people with integrity so speak to about this filthy business, to tell who is involved. There is much more to tell, I am a wealth of information about this topic. Also Elizabeth had princess Diana Spencer killed by having someone shine the brightest light known to mankind through the window side on to the car, they swerved away from it and hit the divider, it was no paparazzi. Diana survived though, and while either on the way to or in the hospital was injected with a high concentration of salt which is near undetectable and died. She did this because Diana was going to marry an Arab. Diana hated them, knew about the cloning stuff and wanted nothing to do with it, but was afraid of being killed so said nothing. Some people have referred to it as the “secret government” of the United States. It is not an elected body, it does not involve itself in public disclosures, and it even has a quasi-secret budget in the billions of dollars. This government organization has more power than the President of the United States or the Congress, it has the power to suspend laws, move entire populations, arrest and detain citizens without a warrant and hold them without trial, it can seize property, food supplies, transportation systems, and can suspend the Constitution. Not only is it the most powerful entity in the United States, but it was not even created under Constitutional law by the Congress. It was a product of a Presidential Executive Order. No, it is not the U.S. Military nor the Central Intelligence Agency, they are subject to Congress. The organization is called FEMA, which stands for the Federal Emergency Management Agency. Originally conceived in the Richard Nixon Administration, it was refined by President Jimmy Carter and given teeth in the Ronald Reagan and George Bush Administrations. FEMA had one original concept when it was created, to assure the survivability of the United States government in the event of a nuclear attack on this nation. It was also provided with the task of being a federal co-ordinating body during times of domestic disasters, such as earthquakes, floods and hurricanes. Its awesome powers grew under the tutelage of people like Lt. Col. Oliver North and General Richard Secord, the architects on the Iran-Contra scandal and the looting of America’s savings and loan institutions. FEMA has even been given control of the State Defense Forces, a rag-tag, often considered neo-Nazi, civilian army that will substitute for the National Guard, if the Guard is called to duty overseas.

THE MOST POWERFUL ORGANIZATION IN THE UNITED STATES

Though it may be the most powerful organization in the United States, few people know it even exists. But it has crept into our private lives. Even mortgage papers contain FEMA’s name in small print if the property in question is near a flood plain. FEMA was deeply involved in the Los Angeles riots [1992] and the 1989 Loma Prieta earthquake in the San Francisco Bay Area. Some of the black helicopter traffic reported throughout the United States, but mainly in the West, California, Washington, Arizona, New Mexico, Texas and Colorado, are flown by FEMA personnel. FEMA has been given responsibility for many new disasters including urban forest fires, home heating emergencies, refugee situations, urban riots, and emergency planning for nuclear and toxic incidents. In the West, it works in conjunction with the Sixth Army.

FEMA was created in a series of Executive Orders. A Presidential Executive Order, whether Constitutional or not, becomes law simply by its publication in the Federal Registry. Congress is by-passed. Executive Order Number 12148 created the Federal Emergency Management Agency that is to interface with the Department of Defense for civil defense planning and funding. An “emergency czar” was appointed. FEMA has only spent about 6 percent of its budget on national emergencies, the bulk of their funding has been used for the construction of secret underground facilities to assure continuity of government in case of a major emergency, foreign or domestic. Executive Order Number 12656 appointed the National Security Council as the principal body that should consider emergency powers. This allows the government to increase domestic intelligence and surveillance of U.S. citizens and would restrict the freedom of movement within the United States and grant the government the right to isolate large groups of civilians. The National Guard could be federalized to seal all borders and take control of U.S. air space and all ports of entry.

Here are just a few Executive Orders associated with FEMA that would suspend the Constitution and the Bill of Rights. These Executive Orders have been on record for nearly 30 years and could be enacted by the stroke of a Presidential pen:

* EXECUTIVE ORDER 10990 allows the government to take over all modes of transportation and control of highways and seaports.

* EXECUTIVE ORDER 10995 allows the government to seize and control the communication media.

* EXECUTIVE ORDER 10997 allows the government to take over all electrical power, gas, petroleum, fuels and minerals.

* EXECUTIVE ORDER 10998 allows the government to seize all means of transportation, including personal cars, trucks or vehicles of any kind and total control over all highways, seaports, and waterways.

* EXECUTIVE ORDER 10999 allows the government to take over all food resources and farms.

* EXECUTIVE ORDER 11000 allows the government to mobilize civilians into work brigades under government supervision.

* EXECUTIVE ORDER 11001 allows the government to take over all health, education and welfare functions.

* EXECUTIVE ORDER 11002 designates the Postmaster General to operate a national registration of all persons.

* EXECUTIVE ORDER 11003 allows the government to take over all airports and aircraft, including commercial aircraft.

* EXECUTIVE ORDER 11004 allows the Housing and Finance Authority to relocate communities, build new housing with public funds, designate areas to be abandoned, and establish new locations for populations.

* EXECUTIVE ORDER 11005 allows the government to take over railroads, inland waterways and public storage facilities.

* EXECUTIVE ORDER 11051 specifies the responsibility of the Office of Emergency Planning and gives authorization to put all Executive Orders into effect in times of increased international tensions and economic or financial crisis.

* EXECUTIVE ORDER 11310 grants authority to the Department of Justice to enforce the plans set out in Executive Orders, to institute industrial support, to establish judicial and legislative liaison, to control all aliens, to operate penal and correctional institutions, and to advise and assist the President.

* EXECUTIVE ORDER 11049 assigns emergency preparedness function to federal departments and agencies, consolidating 21 operative Executive Orders issued over a fifteen year period.

* EXECUTIVE ORDER 11921 allows the Federal Emergency Preparedness Agency to develop plans to establish control over the mechanisms of production and distribution, of energy sources, wages, salaries, credit and the flow of money in U.S. financial institution in any undefined national emergency. It also provides that when a state of emergency is declared by the President, Congress cannot review the action for six months. The Federal Emergency Management Agency has broad powers in every aspect of the nation. General Frank Salzedo, chief of FEMA’s Civil Security Division stated in a 1983 conference that he saw FEMA’s role as a “new frontier in the protection of individual and governmental leaders from assassination, and of civil and military installations from sabotage and/or attack, as well as prevention of dissident groups from gaining access to U.S. opinion, or a global audience in times of crisis.” FEMA’s powers were consolidated by President Carter to incorporate:

o the National Security Act of 1947, which allows for the strategic relocation of industries, services, government and other essential economic activities, and to rationalize the requirements for manpower, resources and production facilities;

o the 1950 Defense Production Act, which gives the President sweeping powers over all aspects of the economy;

o the Act of August 29, 1916, which authorizes the Secretary of the Army, in time of war, to take possession of any transportation system for transporting troops, material, or any other purpose related to the emergency; and

o the International Emergency Economic Powers Act, which enables the President to seize the property of a foreign country or national. These powers were transferred to FEMA in a sweeping consolidation in 1979.

HURRICANE ANDREW FOCUSED ATTENTION ON FEMA

FEMA’s deceptive role really did not come to light with much of the public until Hurricane Andrew smashed into the U.S. mainland. As Russell R. Dynes, director of the Disaster Research Center of the University of Delaware, wrote in The World and I…The eye of the political storm hovered over the Federal Emergency Management Agency. FEMA became a convenient target for criticism.” Because FEMA was accused of dropping the ball in Florida, the media and Congress commenced to study this agency. What came out of the critical look was that FEMA was spending 12 times more for “black operations” than for disaster relief.

It spent $1.3 billion building secret bunkers throughout the United States in anticipation of government disruption by foreign or domestic upheaval. Yet fewer than 20 members of Congress, only members with top security clearance, know of the $1.3 billion expenditure by FEMA for non-natural disaster situations. These few Congressional leaders state that FEMA has a “black curtain” around its operations. FEMA has worked on National Security programs since 1979, and its predecessor, the Federal Emergency Preparedness Agency, has secretly spent millions of dollars before being merged into FEMA by President Carter in 1979.

FEMA has developed 300 sophisticated mobile units that are capable of sustaining themselves for a month. The vehicles are located in five areas of the United States. They have tremendous communication systems and each contains a generator that would provide power to 120 homes each, but have never been used for disaster relief.

FEMA’s enormous powers can be triggered easily. In any form of domestic or foreign problem, perceived and not always actual, emergency powers can be enacted. The President of the United States now has broader powers to declare martial law, which activates FEMA’s extraordinary powers. Martial law can be declared during time of increased tension overseas, economic problems within the United States, such as a depression, civil unrest, such as demonstrations or scenes like the Los Angeles riots, and in a drug crisis.

These Presidential powers have increased with successive Crime Bills, particularly the 1991 and 1993 Crime Bills, which increase the power to suspend the rights guaranteed under the Constitution and to seize property of those suspected of being drug dealers, to individuals who participate in a public protest or demonstration. Under emergency plans already in existence, the power exists to suspend the Constitution and turn over the reigns of government to FEMA and appointing military commanders to run state and local governments. FEMA then would have the right to order the detention of anyone whom there is reasonable ground to believe will engage in, or probably conspire with others to engage in acts of espionage or sabotage. The plan also authorized the establishment of concentration camps for detaining the accused, but no trial. An Executive Order signed by then President Bush in 1989 authorized the Federal Emergency Management Agency to build 43 primary camps (having a capacity of 35,000 to 45,000 prisoners each) and also authorized hundreds of secondary facilities. It is interesting to note that several of these facilities can accommodate 100,000 prisoners. These facilities have been completed and many are already manned but as yet contain no prisoners.

Three times since 1984, FEMA stood on the threshold of taking control of the nation. Once under President Reagan in 1984, and twice under President Bush in 1990 and 1992. But under those three scenarios, there was not a sufficient crisis to warrant risking martial law. Most experts on the subject of FEMA and Martial Law insisted that a crisis has to appear dangerous enough for the people of the United States before they would tolerate or accept complete government takeover. The typical crisis needed would be threat of imminent nuclear war, rioting in several U.S. cites simultaneously, a series of national disasters that affect widespread danger to the populous, massive terrorist attacks, a depression in which tens of millions are unemployed and without financial resources, or a major environmental disaster.

THREE TIMES FEMA STOOD BY READY FOR EMERGENCY

In April 1984, President Reagan signed Presidential Director Number 54 that allowed FEMA to engage in a secret national “readiness exercise” under the code name of REX 84. The exercise was to test FEMA’s readiness to assume military authority in the event of a “State of Domestic National Emergency” concurrent with the launching of a direct United States military operation in Central America. The plan called for the deputation of U.S. military and National Guard units so that they could legally be used for domestic law enforcement. These units would be assigned to conduct sweeps and take into custody an estimated 400,000 undocumented Central American immigrants in the United States. The immigrants would be interned at 10 detention centers to be set up at military bases throughout the country. REX 84 was so highly guarded that special metal security doors were placed on the fifth floor of the FEMA building in Washington, D.C. Even long-standing employees of the Civil Defense of the Federal Executive Department possessing the highest possible security clearances were not being allowed through the newly installed metal security doors. Only personnel wearing a special red Christian cross or crucifix lapel pin were allowed into the premises. Lt. Col. North was responsible for drawing up the emergency plan, which U.S. Attorney General William French Smith opposed vehemently.

The plan called for the suspension of the Constitution, turning control of the government over to FEMA, appointment of military commanders to run state and local governments and the declaration of Martial Law. The Presidential Executive Orders to support such a plan were already in place. The plan also advocated the rounding up and transfer to “assembly centers or relocation camps” of a least 21 million American Negroes in the event of massive rioting or disorder, not unlike the rounding up of the Jews in Nazi Germany in the 1930s.

The second known time that FEMA stood by was in 1990 when Desert Storm was enacted. Prior to President Bush’s invasion of Iraq, FEMA began to draft new legislation to increase its already formidable powers. One of the elements incorporated into the plan was to set up operations within any state or locality without the prior permission of local or state authorities. Such prior permission has always been required in the past. Much of the mechanism being set into place was in anticipation of the economic collapse of the Western World. The war with Iraq may have been conceived as a ploy to boost the bankrupt economy, but it only pushed the West into deeper recession.

The third scenario for FEMA came with the Los Angeles riots after the Rodney King brutality verdict. Had the rioting spread to other cities, FEMA would have been empowered to step in. As it was, major rioting only occurred in the Los Angeles area, thus preventing a pretext for a FEMA response. On July 5, 1987, the Miami Herald published reports on FEMA’s new goals. The goal was to suspend the Constitution in the event of a national crisis, such as nuclear war, violent and widespread internal dissent, or national opposition to a U.S. military invasion abroad. Lt. Col. North was the architect. National Security Directive Number 52 issued in August 1982, pertains to the “Use of National Guard Troops to Quell Disturbances.” The crux of the problem is that FEMA has the power to turn the United States into a police state in time of a real crisis or a manufactured crisis. Lt. Col. North virtually established the apparatus for dictatorship. Only the criticism of the Attorney General prevented the plans from being adopted. But intelligence reports indicate that FEMA has a folder with 22 Executive Orders for the President to sign in case of an emergency. It is believed those Executive Orders contain the framework of North’s concepts, delayed by criticism but never truly abandoned.

The crisis, as the government now see it, is civil unrest. For generations, the government was concerned with nuclear war, but the violent and disruptive demonstrations that surrounded the Vietnam War era prompted President Nixon to change the direction of emergency powers from war time to times of domestic unrest. Diana Raynolds, program director of the Edward R. Murrow Center, summed up the dangers of FEMA today and the public reaction to Martial Law in a drug crisis: “It was James Madison’s worst nightmare that a righteous faction would someday be strong enough to sweep away the Constitutional restraints designed by the framers to prevent the tyranny of centralized power, excessive privilege, an arbitrary governmental authority over the individual. These restraints, the balancing and checking of powers among branches and layers of government, and the civil guarantees, would be the first casualties in a drug-induced national security state with Reagan’s Civil Emergency Preparedness unleashed. Nevertheless, there would be those who would welcome NSC (National Security Council) into the drug fray, believing that increasing state police powers to emergency levels is the only way left to fight American’s enemy within. In the short run, a national security state would probably be a relief to those whose personal security and quality of life has been diminished by drugs or drug related crime. And, as the general public watches the progression of institutional chaos and social decay, they too may be willing to pay the ultimate price, one drug free America for 200 years of democracy.”

The first targets in any FEMA emergency would be Hispanics and Blacks, the FEMA orders call for them to be rounded up and detained. Tax protesters, demonstrators against government military intervention outside U.S. borders, and people who maintain weapons in their homes are also targets. Operation Trojan Horse is a program designed to learn the identity of potential opponents to martial law. The program lures potential protesters into public forums, conducted by a “hero” of the people who advocates survival training. The list of names gathered at such meetings and rallies are computerized and then targeted in case of an emergency.

The most shining example of America to the world has been its peaceful transition of government from one administration to another. Despite crises of great magnitude, the United States has maintained its freedom and liberty. This nation now stands on the threshold of rule by non-elected people asserting non-Constitutional powers. Even Congress cannot review a Martial Law action until six months after it has been declared. For the first time in American history, the reigns of government would not be transferred from one elected element to another, but the Constitution, itself, can be suspended. The scenarios established to trigger FEMA into action are generally found in the society today, economic collapse, civil unrest, drug problems, terrorist attacks, and protests against American intervention in a foreign country. All these premises exist, it could only be a matter of time in which one of these triggers the entire emergency necessary to bring FEMA into action, and then it may be too late, because under the FEMA plan, there is no contingency by which Constitutional power is restored.

There have been documented over 60 secret underground virtual cities, built by the government, Federal Reserve Bank owners, and high ranking members of the Committee of 300.
